This study examined youths’ experiences with the transitional planning process and the degree to which the plan mitigated homelessness after emancipation. Participants were 10 youths age 18 to 21 who emancipated from the Department of Human Services, Children and Youth in Philadelphia, PA.

Once hired, they will enter begin a 9-month program where they will set personal and professional goals. Serenity Living Transitional Home (SLTH) is a 501c3 non-profit organization located in Pittsburgh, Pennsylvania that provides youth and family services to at-risk residence in poverty-stricken communities. SLTH also offers young women between the ages of 18 and 23 with a safe place to live and learn. Qualifying youth will reside in Allegheny County and must be at risk for homelessness or out-of-home placement. Youth experiencing truancy or having involvement with a DHS child-serving system, will also be considered.
This qualitative study used intensive interviews to explore the trajectory of a small number of youth who have transitioned out of foster care, outlining the social, economic and psychological barriers they faced while also charting the attitudes, behaviors and experiences that allowed them to successfully exit the foster care system and move toward productive adult lives. The 412 Youth Zone is a safe and welcoming one-stop center for youth ages 16-23, that are transitioning out of the foster care system and are eligible for independent living services or are experiencing unstable housing. The program, a vision of Allegheny County’s Department of Human Services, is designed for 1,500 eligible youth to gain stability and independence.
